21:30 After call from Jay Benesh, the following emerges about the beam energy.
When this tune was prepared, the current in the hall A arc was calculated to give the required 4.803 GeV. It was found necessary to change tune of the machine (all magnets) by +3 %. This explains why "set Energy" gives 4.817. As this way of setting up had worked with 2 and 3 turns, it should be ok at 5 (verbatim)
Also Moeller versus Mott in Hall B indicates the right precession for 4.803; it would be 15% off if 4.817.
Display will be fixed on March 1; anytime sooner would cost a shift.
To the PI's of this experiment to decide if this explanation is ok.
