TDC spectra on paddles 2 and 3 of S1 plane where rates
are maximum on both spectrometers. They are typical of
the paddles. The cuts require that the pattern is "S-Ray" logic,
hence the T2 and T4 are anomolous. One can see they mostly
have strange timing. The size (or order of magnitude) of the effect is
0.16% for E-arm and 1.1% (worse) for H-arm. The effect seems
to have been stable since yesterday, and is reasonably small.
