Using this design has the advantage that the thick plug can be tightly secured to the rest of the ladder, squeezing the lead/diamond sandwich with greater pressure than would be possible with a simple target  frame attached by screws.
Additionally, the extra thickness of the material to which the target sandwich is attached enhances the heat transfer to the coolant.
